Suggestion:   Why not drive directly to the goal by running a public education campaign to educate & politically activate the General Public about a Direct Democracy National Initiative & Referendum, and about having Citizens set up their own parliament which goes ahead and establishes the Nat I&R.

IF there are enough people demanding the Init. & Ref. and supporting the Citizens Parliament, then by sheer numbers and determination We can have our lawmaking & enforcement apparatus.

Note regarding NGOs (non-governmental organizations):  DON’T JOIN an established organization, and Do Not give them money.  They are never what they seem.    
 

ALWAYS campaign ALONE or in SMALL GROUPS of friends, setting this good example for others.     Your efforts to educate & politically activate the General Public are easily done.  And we need a grassroots De-Centralized, Self-Generating (Chain Process) movement.   A De-Centralized, Self-Generating movement.

     In contrast, the hierarchies of NGOs are self-interested, having a  limited concern for the good cause you mistakenly think they are determined to further.  They are habitually targeted by corporations and bribed quickly into submission – ASIDE from all those phony “progressively reformist” organizations which have been secretly set up from the beginning by corporations (especially true in the environmental  field).
